Any idea on how Twitter's new sort algorithm works?

Aside from twitters' explanation of how the best tweets feature works https://support.twitter.com/articles/164083
I wanted to try to see what kind of signals used.
Here are my top 3 observations: 1- Most Klout scores of those are re/tweeting are in the 70+ I've seen much less in 40's and a couple at 29.
2- Noticed a 2 tweets were identical (tweeted almost exactly the sametime) the tweet that was shown to me first was by: an account that a lower Klout rank an older account much less # of total tweets much more likes followers/follows more or less within same range
3- Two completely different tweets from same user (within seconds of another) showed up (they were automatic) with no hashtags Things aren't clear at a glance: preference for twitter cards preference for tweets with #'s preference for tweets with media
Anyone has any additional insights to share?
