Ask HN: Where did Nokia sold Here Maps for such a low price?

Nokia bought Navteq for 8.1 billion USD back in 2007. And sold it to BMW&#x2F;Daimler&#x2F;Audi(VW) for 2.78 billion USD in 2015.<p>The lost of valuation seems a bit odd at a time where maps are a critical asset for tech companies (self-driving cars for instance...).<p>Do you know why?
