Ask HN: Why doesn't Google block these types of apps?

There seems to be a large amount of fake apps in the Google play store. Like this RAFT game that never gets past 98% loading. People leave the game on for an hour while it loads to 98% and then stops (showing ads the whole time). There is no game at all. Terrible reviews. But yet 100,000 - 500,000 downloads. Is there a reason that Google doesn&#x27;t block these types of apps?
