Currently only five government agencies have access to the Database. The TSC (admin by FBI) is the sole arbiter of who is in the database. It seems that double secret probation is not ideal or all that effective. A database that is filled with incomplete, incorrect, or false information is more detrimental that it is useful. In a civil procedure for restraining orders a judge makes the call and both parties make a case for why/or why not an injunction be made. At the very lest, any US citizen should have the right to be notified, contest classification, or be given the opportunity to avoid classification by ceasing activities with probation or other corrective actions if they have not become criminal.
