Ask HN: What are the steps to deal with Android's updated policy?

Recently the Safe Browsing team from Google announced [1] that in the coming two months, android apps would be subject to additional protections, outlined in the Unwanted Software Policy [2]. Here are some ways developers can get affected, but the the way to deal with them is not very clear. What changes w.r.t:<p>1. In-app telemetry data collection, and the way handled? Do we have to ask for the user to agree telemetry data collection?<p>2.
