Yes, I noticed this yesterday while I was visiting HN about the same time this link was put up. Took about half an hour to read, and by the time I came back to HN to read the comments, it had been downvoted or flagged off any of the first few pages despite getting some 30 odd upvotes. I have my doubts whether regular HN visitors at that time of day would so heavily flag something that read like an objective investigation based on government records, because so many other spam links tend to hover around for much longer at that time of day.
