Ask HN: Shouldn't privacy policy and Terms of service be universal?

Is it the time to make universal standards for Privacy Policy and terms of use. Why I as a user have to make a one-sided personal negotiation with websites and apps. When internet has come together to decide on SSL and licenses like GNU, GPL &amp; Open Source. Should it come together to make open TOS &amp; PP as well?<p>We as a user would have an agreement with that open standard, not the company. And may be at the time of breaches and if it&#x27;s not personal and universal. The company at fault will have to pay per incident. Bugs to be on the lower side and ignored issues on the higher side.<p>Thoughts?
