ASK: How do I get off the sidelines, and into the game, in 2019?

ASK: How do I get things done in 2019?
After almost 3 years of the "real world", post-undergrad, I finally feel like I have my feet underneath me. In the coming year, I would definitely like to "get off the sidelines" and "get into the game". However, I'm having some trouble figuring out how to go about doing that, so I would like advice.
Things I'd like to do in 2019.
1. Help contribute to others' side projects 2. Meet and work with others who are passionate about the same areas as myself (P2P, Decentralization) 3. Continue to work on my own side projects 4. Emphasis on #2 5. Dare I say "start a company" (dare I say it)
But how can I do these things when: - I don't work with people who actively work on side projects or frankly care about these things - In between a full-time job, a girlfriend, and my own side work, I feel pressed for time - I'm just a regular Joe schmoe with a Github handle
Is there any actionable advice for doing 1-5? Other than "go to a Meetup"? I feel like my dev circle is incredibly small (I'm a non-Compu-Sci grad from the east coast) as it is, and I really feel like I need to change that to do 1-5.
TLDR; I want to "get off the sidelines" and "get into the game" in 2019, but having trouble figuring out how to do so.
Any advice is appreciated.
