South Carolina's Governor McMaster has issued evacuation warnings arguably too early for both Hurricane Dorian and Hurricane Florence. Some residents are becoming jaded to the warnings and decide to stay behind. Is there a way they can do better?<p>There is obviously uncertainty in the forecasts, and NHC is doing a great job on that front IMO. What I'm wondering about is the disaster preparation systems and decision-making process.
