Ask HN: How can disaster management do a better job with evacuation timing?

1 pointsby 609veneziaover 5 years ago
South Carolina's Governor McMaster has issued evacuation warnings arguably too early for both Hurricane Dorian and Hurricane Florence. Some residents are becoming jaded to the warnings and decide to stay behind. Is there a way they can do better?
There is obviously uncertainty in the forecasts, and NHC is doing a great job on that front IMO. What I'm wondering about is the disaster preparation systems and decision-making process. How can they keep CYA from breaking the system and moving people toward non-compliance with evacuation orders?
For example: https://www.postandcourier.com/hurricanewire/sc-residents-say-early-hurricane-dorian-evacuation-creates-hardships/article_9c595c2e-cd94-11e9-aa18-03b250756e52.html
https://www.postandcourier.com/charleston_sc/the-boy-who-cried-hurricane-annual-storm-scares-can-leave/article_9aaa5f56-d0b2-11e9-a00a-ebc6bfee080c.html
