OS X Devs Fail Usability: Tabbing Hotkeys

I'm not sure why it's OSX devs faults for inconsistent use of hotkeys. It should really be on the developers of those specific apps. It's not like Apple developed apps have this general issue. If Windows and Linux are dealing with this issue better, how are they doing it? I strongly suspect that it is simply app developers doing as they please (or how they see fit for their particular circumstance).
On the other hand I suppose they could stress that a little more in the HIG or other SDK guidlines.

CMD+} and CMD+{ appear to be the OS X keys for switching tabs.
They just worked for me in Safari, Chrome, MacVim, iTerm 2 and Terminal.
