Ash HN: Best Machine Learning Tool for generating technical content

Similar to GPT-3 or other API would be ideal. I know google has tensor and the cloud though I&#x27;m not totally familiar. Further, if any tools help annotating data that would be good.<p>Any feedback would be helpful!
