Some background: https://www.forbes.com/sites/jasonbrett/2020/03/27/how-a-us-...
“In the Senator’s plan, everyone would be allowed to set up a digital dollar wallet that would be called a ‘FedAccount,’ which would be a free bank account that can be used to receive money, make payments, and take out cash. FedAccounts would be available at local banks and Post Offices, and would have no account fees or minimum balance requirements. Account holders would receive debit cards, online account access, automatic bill-pay, mobile banking, and ATM access at Post Offices.”

> This bill requires Federal Reserve member banks to provide digital pass-through accounts (i.e., digital dollar wallets) to residents and citizens, and to businesses domiciled in the United States. Among other things, these accounts must provide specified banking services to eligible persons who elect to deposit funds into these accounts, including access to COVID-19 (i.e., coronavirus disease 2019) aid payments. These accounts may not charge fees or have balance requirements, and must provide a specified interest rate.
Note that "require" means "require of the Fed to provide", not "require people to have one".

I'm not sure I understand what the actual proposal is.
Can anyone explain how exactly this would be different than say a fee free checking or savings account with a debit card?
