Even as a tech person critical of Google, this seems a bit of an overshoot - you can't stop a website from seeing a request from such and such IP, and it's pretty clear (to me anyway) that Incognito just resets your cookies / local storage / etc. beforehand and doesn't save history.<p>If in fact Incognito is sending our non-incognito google identity cookies that's a different story, but don't think that's the case here.
