Why does Chrome sometimes download a PDF instead of opening it?

PDFs is such a pita to handle. Firefox still only handles basic PDFs, anything beyond that, like fillable forms, is going to require a 3rd party solution. Just give me a full featured editor already so I don't need to use some sus site.
