The ABMS cut hurts. That is the biggest funder right now of the main project I'm working on, a DOD developer platform intended to speed up and automate many of the security approval and delivery processes required to get new software into deployed systems.
One of our biggest challenges is not just normal security hardening of COTS and FOSS products to enable developers of defense systems to use the same tooling and libraries everyone else uses, but rigging them to work behind air gaps. So please, if you're out there developing something you think is useful for developers, don't assume everyone has an Internet connection. Offer on-prem solutions, don't rely on auto updates from the mothership or telemetry, and provide installation methods that don't require a network connection. Unbundling all that cruft and getting stuff to work without it is wasting our country a ton of money and man hours.

Is there a serious assumption the US would risk an all out war for Taiwan?

It's pointless war-gaming with stuff that you don't possess. That's not war-gaming, that's just wishful thinking.
