Maybe something like "Bottery, a conversational agent prototyping platform"?
I haven't tried Bottery, but the related Tracery tool is wonderful if you happen to need generated text of a certain level of complexity. It's basically next tier Mad Libs. Throw enough options at it and it makes surprisingly convincing stuff. It does a great job of filling the niche where you need randomness that's a bit too complex for just coding it yourself and not complex enough to start looking into ML.
