Lots of people in mid-career who are technologists are experts in use of systems that are declining in importance. The question is, can those people learn skills and become experts in systems that are in greater demand?
But what does "reluctance among workers to learn new skills" mean for people whose jobs are not as technology-related?
Are they referring to auto and truck mechanics whose skills are with maintaining and repairing combustion engines being reluctant to learn the skills for EV vehicles?
