Because he wants the poor countries improve their healthcare system by strengthening their regulatory systems. Apparently you cannot easily give money directly to those countries as it will be misappropriated. The MHRA has an experience sharing knowledge and even the EMA received a lot of experience from them. MHRA is supposed to help the poor countries, probably by training. I think it was a good way to spend funds.
