This is passive-aggressive behaviour, and I call it out as such.<p>It is up to the current owner of the urgent critical item to escalate it. A one-to-one <i>visit</i> or <i>phone call</i> to that person is appropriate. Email is not appropriate for urgent matters. Multiple-addressee email, even less so.
