It always seemed risky that it was a singular $22B contract awarded to Microsoft, rather than ~$50m chunks like other governments often do.

Plenty of classrooms they can dump the tech into. For $22B you could strap a grenade on a million high performance drones and let the kids win any war from their classroom.
