Ask HN: Any advice on setting up phone support for a startup?

For businesses that it is important to have phone support, such as a high-end e-commerce site, how do you recommend getting started with customer service? At first, there probably won't be enough traffic to require a full-time customer service person but it would be great if there was a get customer service people on an on-demand basis. Thanks for your suggestions.
