As a compromise, services could keep exclusivity for a year, for example, before being forced to offer their self-produced content to competitors, for a fee based on the production cost (which would have to be carefully accounted for).
Is this that far out of the ordinary? Lots of countries have forced licensing laws where you can’t use copyright for instance to prevent your song from being played on the radio.
