If they want to keep the industry that the shipbuilders there provide it makes sense. Especially if they are paying the fee to dismantle (and hopefully improve&#x2F;repair, or just a fee that can help the city in other ways).<p>Just my 2c.

Imagine having the opportunity to establish one’s legacy as the greatest benefactor in history, and instead spending ones wealth in such selfish, wasteful ways. Dude must surely be a sociopath.
