Give me a break. Hawaii has the lowest property taxes in the USA. With high income taxes and high business taxes, the entire state is set up to encourage non-residents to buy and hold land. And no, mainland folks aren't running the Hawaii state legislature. They could fix this on their own, if they wanted to. Just changing the revenue mixture would make a big difference. Don't hold your breath, though. Native Hawaiians are getting rich on this, too.
