The concept seems like its most viable for mobile data.<p>in that case you go with certain providers based on coverage vs price.<p>With this model everyone will just provide data where its easy and have no coverage in low use/profit areas.<p>You could have different contracts for various areas, but thats getting pretty convoluted vs just paying a carrier a fixed amount each month.
