This is a very competitive space. You don't hear about a specific leader because there are so many pretty good options.They mostly do everything you describe and more.Cloudability is one.

i'm pretty sure something like that exists, i'm not saying don't build it, but there does seem to be a market for it

Most observability tools like datadog already do this.
