Tesla's Cheap EV Batteries Are Nearly Ready

A lot of weird definitions going on in this article. "Nearly ready":
> Panasonic says it will start production of the new 4680 battery cells in April next year, with plans to establish new facilities to make the batteries already in the works. Both of those new facilities will be located at Panasonic's Wakayama factory in Japan.
I'm also pretty confused about calling these "soda-can sized" batteries. These are 46mm diameter x 80mm long. A 12oz soda can is 55mm x 122mm. 133 vs 290 cubic centimeters in volumes. Why we're using "soda can" to describe these is highly confusing. I guess we don't have a ton of reference cylindrical objects about- "half a dinner candle"?

> Elon Musk says Panasonic's new 4680 batteries are absolutely critical to unlocking a cheaper, $25,000 EV.
Is that before or after federal credits?
