Two Year Old Boy to Inherit 11 Frozen Embryos (2014)

At what age could he decide to have the 11 embryos gestated through surrogates? I presume they would be genetic siblings to him... imaging having the ability to decide when your siblings will be born -- or *if* they will be born?
