The TSA has actually created at least three distinct classes of travelers:<p>Ordinary travelers, who have to go through ordinary TSA security where they get harassed and delayed for purposes that have nothing to do with security.<p>The so-called privileged people who have Precheck and get less delayed and less harassed and go through a lightened security-theater process that certainly has no less security value than the regular one. These people, of course, have to go through an invasive background check process and pay a recurring tax for the privilege of not being as badly harassed and delayed.<p>And then there's the actually privileged people who buy very expensive private, semi-private, or charter-service flights who never have to enter government-run passenger terminal and instead use the passenger lounge at their friendly local FBO, which has no security theater procedures whatsoever, requires no background check, and has no government fee associated with it.
Clear can be outright shady, sell their biometric information and scan time/place information about you, and nothing would likely happen. They'll just say "oops, must have been a rogue employee" or similar. When you sell to the US federal government, it's politics all the way.
