If governments aren't going to ban or replace these "agreements" with standardised terms and conditions, then they should mandate that the app or website has to check that the user has read the entire text before they can continue.<p>Suitable methods would be requiring the user to read the whole document out loud (checked by a locally running AI), or to click on the first word in each sentence (starting over from the beginning if they miss one), and/or to pass a multiple choice test at the end (with the set of possible answers A/B tested to ensure that they can't be guessed better than random chance).
