I need a NAS device but I don't want to afford $100. How can I build my own network storage system(home level) by paying a max of $30?

The key to a cheap NAS is reusing old hardware and engineering around wear&amp;tear. With such a low budget perhaps a rasberry-pi I guess? Or a super old used tower from eBay?
