What a load of incoherent and ill-informed drivel (and/or propaganda) this article is.
An uninformed reader could gain the impression that "zero-days" are related to fabrication outside of the USA. Most of the security problems of current chips (no matter if already public or not - this won't matter for unpatchable security problems), however, result from design flaws in the chips, e.g. those leading to side channel attacks such as Meltdown and Spectre.
Some claims are simply ludicrous, such as "An infection in one can easily spread to another, like a biological virus." Oh my.
Of course, security problems _could_ also result from a manipulation taking place in a foreign country. Or by US three-letter agencies for that matter (i.e., should anyone outside of the USA continue to trust/use semiconductors designed and/or made in the USA?)...
Overall, to me this article simply comes across as yet another piece of FUD.
"In 2017 Russia used an NSA-created zero-day..."
Ignorant tripe. The NSA might have discovered or purchased it, but they didn't create it.
