Maybe it's juste me but I get the feeling he is approaching this from a purely technical / technological standpoint, implying Twitter only needs people that develop/maintain the software or keep the servers running.
I doubt it takes many people to <i>run</i> Twitter, but I believe it would take several thousand to ban what must be an absolute flood of illegal videos and photos.
The answer is yes. Just look at how Facebook dropped the ball with the Rohingya genocide in 2016. The world is a large place, 8 billion people, almost 200 countries, even more languages.<p>Microsoft and Apple both employ almost 200,000 people, Facebook employs 80,000. Even Activision Blizzard employs 10,000.
