Actually trying to honor relevant parts of the various treaties sounds like a reasonable and just practice, if somewhat belated.<p>Recognizing that the government is bound by the rule of law also seems like a good idea.<p>Moreover, it seems fair for citizens who are subject to taxation and federal legislation to be represented in the legislature.
Perhaps after deciding that Equal Protection prohibits affirmative action, the current Supreme Court will finally decide that Equal Protection means no special rights for certain ancestries.
