For me, "lie" is a really strong word. It involves some element of intent to deceive. If a schizophrenic told me about something he hallucinated I wouldn't say he lied even if the information was incorrect.
The link provided works. I have no idea what it's showing, though. Is it really a crop map from 2016? The site has a reference to data being updated in 2018. No idea what the data actually is, though.
