Quite funny seeing a complaint about transparency fade out as it gets covered by a request for $32 to read it.

Right or wrong, the answer is obvious: The richer countries are more able to buy products from openai and openai derived applications, though I don't see why they don't open up the $20/month plan if you can afford it in a non-developed country, or some place not currently opened. They spend a lot per chat in resources, so they need to recoup that somehow, though the novelty and first-market mover status should turn them into a golden calf (or whatever is beyond the 'unicorn'), Microsoft already invested 10 Billion, not a small amount - all the companies using their api, etc etc...
