What actions should YouTube take to prevent channel takeovers and crypto scams?

I've reported numerous scams, which all use old videos of Elon - can't they use Content Match to prevent those videos from being reposted?

They could add a waiting period for channel renames so that it notifies the owner via email and the rename doesn't take effect for, say, 24 hours.
They could also trivially check for channels being renamed to something like "Tesla" or "Space X".
Live streams containing QR codes or on-screen text mentioning crypto are also suspicious.
Live streams with comments and chat disabled are another (weak) signal of fraud.

Some of these channels roared massive businesses. So it seems like enterprise identity tools with a robust permissions model.
There is a lot of analog here between releasing YouTube videos and releasing software. So certainly an interesting problem to tackle.
