Monks’ proposal to ban the property tax and hike the state sales tax rate to 11 percent (by far the highest in the nation) to offset revenue losses would double down on regressivity...<p>Of course, if your world is owning things, a tax on things owned seems unfair. If your world is paying for things, a tax on payments seems unfair. And if your world is receiving income, a tax on income seems unfair.
