Would intelligence, civilization have evolved if dinosaurs hadn't gone extinct?

This post has two problems:
1) Dinosaurs never got extinct. Most died, but some of them evolved to birds.
2) Some birds are very intelligent, not human level intelligent, but parrots and crows are mammal level intelligent.
So my guess is that without the meteorite or other disaster, some dinosaurs could have evolved to the human intelligence level.
What about the big ones? We killed all the mega fauna in America, Australia and Europe. For some strange reason, there is still mega fauna in Asia and Africa, but we are "fixing" that too. So my guess is that the smart small evolved dinosaurs would have roasted the big ones in huge barbecues.
