Yale CELI List of Companies Leaving and Staying in Russia

I'm very surprised to see a lot of French, German and other EU businesses on this list "cooperating with sanctioned individuals' (Heliski, a tourist company) and advertising and selling there. Is the EU not enforcing these things?
