So the pads in this could last a bit longer, so you do it now or in 3-6 months, but the main complaint here seems to be the shop wanting to replacing the rotors. When replacing pads you should either turn the rotors and crack check them (magnaflux) or replace them. Pads and rotors wear together and there's imperfections you can't see with your eye and cracks you can't feel that develop. There's no way to eyeball a rotor as flat.
Unfortunately shops almost never turn rotors and many don't have the machine anymore because the cost of the time to turn rotors isn't saving anything over replacement with current labor prices. This is why a lot of previously fixable things are now just replaced.
Failing to machine the rotors flat or replace them will cause any new pads to wear more quickly and be safety hazard. Of all the things to not cheap out on when maintaining car is the braking system.
It really seemed you got mechanics that knew what to do because they were giving you correct information but they had no idea why it's done that way now.
