Some background - Galileo was announced as Acorn's successor to RISC OS, although I don't think it was ever demonstrated. A press release from 1997 can be read here: http://www.poppyfields.net/acorn/news/acopress/97-02-10b.sht...
Acorn ceased producing workstations in 1998, and the Phoebe 2100 (RiscPC 2) was never released.
'Turbo Nutter' seems to be a somewhat radical vison for what the Phoebe 2100 could have been. Notably, the Acorn engineers responsible for this document are using the name 'Galileo' to refer to something other than the OS, as Taos is mooted here as the choice of OS for the RiscPC 2.
'Phoebe' was named after the character in the 1990s US sitcom 'Friends', which was popular at the time.
