Waymo’s autonomous vehicles are significantly safer than human-driven ones

I wonder if this is apples to apples. Don't those Waymo cars drive only at like 25 MPH or something. is the 125M miles of human driving under similar circumstances? No Rain. No Snow. Avoid construction.
