Windows 10 security group policy that looks like a display driver issue
I had this really strange issue occurring with my new laptop my company supplied me. When I would go to use an ink drawing tool for annotating on screen such as with Snip & Sketch, Onenote or Visio it would hesitate following the cursor and then start causing the screen to completely blank out for a few seconds while resuming. It appeared as if the graphics display driver was causing some hardware glitch - especially as all connected monitors would blank out. I tried updating display drivers and BIOS to no avail. Also raising a case with HP (the laptop maker) and my company IT helpdesk didn't get anywhere.<p>However after a bit of research I stumbled across a post on a Microsoft forum that indicated it might be an issue with privileges set by group policy. This turned out to be the same for me. It seems that in some environments the privileges for the Window Manager group get removed from the "Increase scheduling priority" security policy setting. It is a little tricky to actually add the Window Manager back in, but a helpful hint on the "SuperUser" forum helped.
