Amazon, Apple and Google all fab custom X86-64 chips for their data-centers. (Or rather, they get intel to design X86-64 chips specific to their needs and have intel fab them. And create their own ARM designs and have someone else fab them. Not saying Amazon, Apple and Google are running fabs.) Amazon bought Annapurna Labs presumably so they would have an in-house ARM design team. As best I can tell, they (all) use X86-64 and ARM for slightly different workloads and seem to be happy to not have to own the cost center responsible for cranking out X86-64 core designs. They're happy to BUY that capability.
I take umbrage with the statement the big guys are chafing at their inability to control their on architectural future. They do. They just don't want to have own the team that designs their high-performance / high-cost parts.
That being said... at some point that will change. I think we've started to see the beginning of that change as FP8 got a surprising amount of support. Maybe some day RISC-V will leave academia and join industry.
