That list is pretty similar to this list<p><a href="https://en.wikipedia.org/wiki/List_of_U.S._states_and_territories_by_African-American_population" rel="nofollow noreferrer">https://en.wikipedia.org/wiki/List_of_U.S._states_and_territ...</a><p>but in the opposite order. Oddly there is the idea that you might go to the "big city" to "make it" but CA and NY as well as TX do badly on this list...
