Why Linux utilities tend to run poorly on Windows (2018)

Not sure it is really a plus that Windows has ways to intercept filesystem operations. Antivirus scans make computers bog slow and might be worse than the virus. It might be better now but when OneDrive was new Microsoft used all their special access to the OS to make something slower and less reliable than Box, Dropbox, Google Drive and all the off-brand file sharing services. I’m not about to find out how it works now because once somebody scrambles my files for a product they spam me incessantly about they <i>don’t</i> get a second chance.
