Have not read this article behind the paywall.<p>I assumed that in India many buildings are not being finished, because there will be some kind of taxation upon finishing the building construction.<p>So it makes sense to keep the upper floor indefinitely unfinished. Keep some tools, bricks and cement bags lying around, in order to show to an inspector, if one shows up.
