Banning peaceful exchanges is morally wrong. If there are externalities, quantify them and impose reasonable taxes to defray them. A ban implies that the externality is minus infinity. The ability to rent out part or all of your home makes it more valuable. Decreasing the value of housing by banning short-term rentals will reduce its supply.
