If moore's law is reducing the cost of compute are there any cloud providers passing those savings to customers?

Of course. All of them. But it is up to customer to temper down their appetite. If the machine you needed 10 years ago was 16 vCPUs, that means that today, for the same load, you most probably need a machine with 4 vCPUs. Of course, there is this thing of offer-class bundling RAM+Storage, but, if we do talk about CPU power exclusively, then, yes, Moore's Law is alive and well, even in the cloud.
